DATABASE

The electronic database of air navigation data includes:

  • land terrain database as a part of digital local topography database (TD) and corrections for the transition from altitudes relatively a quasigeoid to altitudes relatively WGS-84 ellipsoid.
  • obstacle database.
  • aeronautical information database (aerodrome data).

The aeronautical digital database complies with the following requirements:
  • The terrain database contains digital data arrays representing the terrain as a continuous series of excess values measured from the general database at all points of a linear irregular grid of regular-shaped terrain. The terrain database takes into account terrain data that characterize spatial (location and elevation), subject and time aspects of the land surface with such terrain elements as mountains, hills, mountain ranges, valleys, water surfaces, eternal ice, and snow,

  • The obstacle database contains digital data arrays on obstacles that are considered dangerous for air navigation,

  • data are presented in WGS-84 coordinate system,

  • altitude readings are relative to mean sea level (MSL),

  • the error for positioning the terrain objects and obstacles by initial data in the plan – max. half the size of the terrain representation discrete,

  • the limit error values equal to or greater than the triple and doubled error values are allowed with 5% and 10% probabilities, respectively,

  • the limit error in representing the altitude in the vertical plane of terrain objects and obstacles – max. plus 20 m and minus 0 m with a 5% probability,

  • the entire land surface is divided into cells, which linear dimensions do not exceed the linear dimensions of the cell in the equator with angular dimensions of 3x3 arc seconds, the altitude value of the highest point from the true altitudes of the terrain objects covered by the cell are assigned to each cell.
  • discreteness of representation of cell altitude is max. 20 m.
  • the level of the data processing quality assurance is estimated by the probability of undetected destruction, which does not exceed 0.00001 and corresponds to Level 2.
  • preparing, processing and delivery of aeronautical data is carried out in accordance with the requirements of KT-200A (DO-200A, DO-200B) for Type-I companies.

Database reliability and integrity

Reliability and integrity of the TDB (terrain database) are confirmed by the results of a semi-full-scale simulation at the test facilities of Navigator JSC (former VNIIRA-Navigator CJSC) in accordance with the requirements of the TSO-151b standard in the following 9 situations of known accidents in various regions of the world: Quito (Ecuador), Katmandu (Nepal), Windsor Locks (CN, USA), Calvi (France), Tegucigalpa (Honduras), Eagle (CO, USA), Monterey (CA, USA), Juneau (AK, USA), Chambery (France).

Reliability and integrity of the TDB are confirmed by test pilots of the State Research Institute of Civil Aviation in experimental flights near such airports as Dushanbe, Pulkovo (St. Petersburg), Bykovo, Myachkovo (Moscow), Mineralnye Vody.

Reliability and integrity as of January 1, 2020, the TBD has been installed and successfully operating in more than 200 commercial and state aviation aircrafts (Ministry of Emergency Situations of Russia and the Air Forces of the RF Ministry of Defense) in Russia.

Certification and registration the digital terrain database is registered with Rospatent (Russian Federal Agency for Intellectual Property, Patents and Trademarks), Certificate No. 2003620148 as of July 23, 2003, and certified by the Certification System for Geodesic, Topographic and Cartographic Products of Roskartographya (Russian Federal Geodesy and Cartography Agency), Certificate of Conformity No. РОСС RU.КР02.С00071 as of June 30, 2004.

Certification and registration on February 21, 2007, the tests of digital cartographic product Digital Terrain Database, SZGI format, were successfully completed in the Certification System for Geodesic, Topographic and Cartographic Products of Roskartografiya. The Certificate of Conformity No. РОСС RU.КР02.С00071 as of June 30, 2004, for digital cartographic products Digital Terrain Database was extended until February 21, 2009. In February 2007, the registration data of ROSPATENT were adjusted according to the Digital Terrain Database.

Certification and registration   On December 16, 2011, the Digital Terrain Database was successfully tested in the Certification System of Geodesic, Topographic and Cartographic Products of Roskartografiyaи.

Certification and registration On November 27, 2018, the Aviation Register of the Interstate Aviation Committee issued to Geonavigator LLC a TIPA-I Conclusion on compliance of the process of preparation, processing, and delivery of aeronautical data with the requirements of KT-200A (DO-200A).
