Alongside with the decision of a today's problem in actualizations of base of figures of a relief of a surface of the ground by 2006 development of SRPBZ is determined for helicopters and creation of the database which are provided the functioning SRPBZ on the given type of the vehicle (the order of Ministry of Transport № On - 325-р from November, 18, 2003). For the decision of this problem it is necessary to finish a database filling by the detailed information on dangerous objects in area of flight (an electric main, separately-worth trees, pipes, towers and other artificial obstacles), that will demand processing the cartographical information of scale 1:100000, 1:50000 and is larger in total amount more than 300000 nomenclature sheets of cards and perfection of system of gathering of the aeronavigation information.
Now SRPBZ with an electronic databank of a relief of a surface of the ground are established on 15 boards of planes (That - 154 M and the Yak - 42) and they are also successfully exploited by airlines.
In September, 2003 Center " Sevzapgeoinform" has finished development of an electronic databank of a relief of a surface of the ground, meet the international requirements IКАО, requirements of standards of Russia and standards DO-200A, DO-201A, and also has united it with the aeronavigation information delivered TZAIGA (ЦАИ ГА).
On July, 23, 2003 the base of figures of a relief of a surface of the ground is registered in the Russian agency under patents and trade marks, the Certificate On official registration of a database № 2003620148 from July, 27, 2003 " Base of figures of a relief of a surface of the ground " ("Relief - 2003").
In January, 2003 Center " Sevzapgeoinform" develops experimental base of figures of a relief of a surface of the ground which has been entered by the Order of Ministry of Transport of Russia into pre-production operation.
By the order of Ministry of Transport of Russia № ПР-6-р from September, 24, 2002, Center " Sevzapgeoinform" is determined as the responsible enterprise on storage and actualization of a databank of a relief of a surface of the ground.
According to the international organization of civil aircraft (IKAO) accepted by Advice by the amendment 27 to the International standards and recommended practice " Operation of air courts. The international transport. Planes. " (a part 1 appendix 6 to the Convention on civil aircraft) in 2000 is accepted the decision, that since January, 1, 2003 obligatory installation of the onboard automated early warning system about potentially dangerous nearness of a terrestrial surface is entered on airlines. A basis of this system is the electronic databank of a relief of a surface of the Earth and the data of the aeronavigation information.
In this connection, "VNIIRA -NAVIGATOR" in May, 2001 has addressed in FGUP Roskartografy Center "Sevzapgeoinform" with the request for development of a database of a relief of a surface of the ground, one of leading enterprises Roskartografy, which has all necessary licenses for work with the cartographical and not cartographical information, and also the data making the state secret. After having studied requirements ICAO showed to a database of a relief of a surface of the ground, Center " Sevzapgeoinform" has started its development the same year.
